Non-standard Use of nRF91

I'm interested in a non-standard application of the nRF91 which is expressly intended for operation on LTE-M and NB-IoT networks.  Is the baseband modem in this device sufficiently programmable that it can be adapted for a different network?  I'm working on a proposed satellite network for M2M/IoT applications and am wondering if the nRF91 might be a candidate for the user devices.  This sat network has similar BW's to NB-IoT but with a very different physical layer waveform.  The satellite PHY requires an 8-state Turbo decoder, as does NB-IoT, so I wondered if there's a HW TDC in the nRF91.  Thanks for any response on this off-the-wall question.
