Is there any different between S132 v3.0 and S132 v3.1?

SDK12.30 supports S132 V3.0. Is there any other version SDK supporting S132 v3.1?

Any problem for firmware built with S132 V3.0 and running on module with S132 v3.1?

No, SDK v12.3.0 supports all S132 v3.x.x SoftDevices, please refer to the IC revisions, SDK, and SoftDevice compatibility matrix.

No, the S132 v3.1.0 version of the SoftDevice improves robustness to bit errors in received packets and adds some minor features compared to version3.0.0. Memory requirements and functional performance are equivalent to version 3.0.0, please refer to the S132 v3.1.0 Release Notes (attached).
