How let the peripheral open the peer's notification

Hi, I am using nRF51822 now,SDK11.0, how to let the peripheral open the peer's notification, My original design uses DA14580, Android APP can receive messages when the peer doesn't open the notification , but now using nRF51822, APP can not receive the message,How can I resolve the problem?

What is your GAP and GATT configuration, what device is the peripheral and what device is the central, what device is the client and what device is the server?

nRF51822(S130) is the server,Phone is the client.I want the server to open the client's notification.
