Can I implement Bluetooth Mesh using Arduino IDE ?

Is it possible to test nRF52840 dongle using Arduino IDE. That is can I flash the Mesh program using Arduino IDE? If yes then how?

Nordic nRF chips are not supported by the Arduino IDE.

Maybe (I don't know) someone has made this work, but not that I am aware of. If you want to create a Mesh application, I suggest that you look into our Mesh SDK if you want to create a Mesh application.
