Windows 10 API ?

under Android I can access the GATT stacks via SDK ( API ).

Is this under Windows 10 also possible to access the GATT stack
via SDK ( API ) ?
Or must I develop a special device driver under Windows 10 to
access my special GATT stack ?

This is not something we have looked into, but looks like someone else might have, for instance:
