BLE parameters configuration

Hello, 

I would like to know if it's possible to simply configure all parameters for a BLE connection by a PC software.

The goal is to manage the BLE parameters to measure and compare power consumption.

I would like to manage advertising, Scanning and communications BLE parameters (Interval, power etc...)

I have a NRF52832 DK (PCA10040)

This is really only possible with the communications parameters assuming the PC software is the peripheral.  Have you seen this tool https://devzone.nordicsemi.com/power/ which helps you estimate the power for the various configurations in advertising and then for connections.
