The dielectric and copper layer thickness have very little effect on the antenna. Just remember to remove any tracks and ground under the antenna.
Is this due to skin effect?
We are using two layer small board so can i pour ground layer on antenna's bottom. what will be the result could you just explain?
The antenna needs to be free of any ground etc. So no ground under the antenna. If you do have ground under it, the antenna will radiate very little, if anything.
Antennas that are designed with ground under it do exist, but the design is very specific and is rarely used in applications like this.
