FCC certification of nRF51822 BTLE

We are going to FCC lab shortly to certify nRF51822 BTLE.  We have done this before on previous products and passed with the same radio block.  Unfortunately our compliance engineer and firmware engineer are no longer here, and I am not a firmware engineer.  I need to figure out what to program into the nRF51822, and what commands are available.  I found something that puts s110_nrf51822_7.1.0_softdevice.hex and nrf51822_xxab_s110.hex into the device, and found Radio Test Example document that seems show a command list, but when I connect to the UART at 38400, it doesn't seem to communicate.  Parameters for the command set are not well documented.  Any help for a non-programmer would be appreciated.
