can I make indoor localization with nrf52840 DK board without an android app,

suppose I am using 3 devices for localization of the 4th device, and I need to get RSSI of the 4th device at the remaining 3 devices, and measure the exact point with some technique and update the "place" in the cloud

Of course you can - there is nothing magic or special about Android which makes it uniquely capable to do this!

It's all just code.

Whether just using RSSI will give you any useful results is an entirely different question.

Search the many, many previous discussions about trying to measure distance based on RSSI ...
