Bluetooth SIG qualification

We use Rigado BMD-300 module with nRF52832 and softdevice S132 v6.1.0 as peripheral.
Trying to create test plan for Bluetooth qualification , but with new TCLR there are inconsistencies related to Link Layer.
Does softdevice S132 v6.1.0 support "PHY Update procedure" LL 6/23a and 7/23 which is requred if "Multiple PHYs" LL 9/6a is selected which is required by "LE 2M PHY".
How to correctly handle these inconsitencies?

    You are not supposed to add LL and HOST tests to the testplan. It is not possible for you to actually test these. Instead you need to reference our qualified design later on in the process. That is, is your product requires any testing, there is a pane at a later stage where you can do this. If your product do not require any additional testing you reference our qualified design right away.
