1. Are there any examples or recommendations how to realize ota dfu of ble central (device). 

2. Can nrf52840 works like ble peripheral(UART service server) for smartphone and central (UART service client) for other nrf52 peripheral chip. - something like bluetooth mesh as I suppose but last peripheral device can works in low power mode.

2. Yes, the s140 softdevice supported on nRF52840 can support up to 20 concurrent links, configurable to any role (peripheral/central). You can combine the ble_app_uart peripheral example with ble_app_uart_c example to achieve this behavior.
