Provisioner Role in BLE mesh

Hi, I am new to BLE mesh. As I have understand , a provisioner is one which forms the mesh network and assigns addresses to the node and make them join to the network. 

1) If there are hundreds of unprovisioned nodes, only a single provisioner is enough to provision those nodes?

2) If so all of unprovisioned beacons of those devices has to reach the provisioner right? Should a provisioner be the central device which kept appropriate position to receive all the unprovisioned beacons from nodes?
