then, can I use external 16 MHz crystal or external 4 MHz crystal to drive nrf52832?

if yes, can to config the nrf52832 to work at external 16 MHz crystal or external 4 MHz crystal?

Hi,

No, the nRF52 should be used with a 32 MHz crystal likewise in the reference circuitry. Chapter 53 in the product specification.
