Galaxy S3 with android 4.3 can not detect HID keyboard example

Hi, When using Master control panel both on PC and my galaxy S3, I can detect and connect to the HID keyboard app, but when trying to scan for Bluetooth devices on Galaxy menu I can not detect the keyboard. What should I do to detect the keyboard? and if not possible, is it the same for Iphone 4 and later and galaxy S4, note2 and later

if you can provide me with a list of compatible phones and OSs it would be great.
