There is a sample mesh protocol available on the nRF51 at https://github.com/NordicSemiconductor/nRF51-ble-bcast-mesh , this can be used to enhance your understanding of the mesh with BTLE. Feel free to contribute and comment. This should work along with the S130 but it has been tested only with the S110.

If you use the S130s advertiser and scanner to run the mesh (which is possible), you can consider the same algorithm used in the nRF51-ble-bcast-mesh to control the amount of traffic.
