SDK15.2 Keil Family Pack 8.24.1 does not install

uVision V5.26.2.0

Error #541: 'NordicSemiconductor::Device:Startup:8.24.1' component is missing (previously found in pack 'NordicSemiconductor.nRF_DeviceFamilyPack.8.24.1')

I have tried using the msi distributed with the SDK

and I have tried the using the Keil's built-in packet installer. 

My end goal is to run the DFU demo in SDK15.3.

Suggestions?

Before posting this questions, I tried searching the DevZone without success. I wrote my question using the search term I used looking for a solution. So with the goal of making this information easier to find, I am making this a public support case.
