What is the upper bound for the standby time between crystal start-up and start radio?

According to the Online Power Profiler, the Standby time between Crystal start-up and Start radio is ~1 ms; however, we measure a variable amount of time between 0 s and 12 ms. We would like to know the reason for this variable time and the upper bound for this time.

It is set to 1 ms in softdevice so that it can be compatible with different types of crystals that might use longer start up time. 12 ms seems to long, how are you measuring the crystal start up time?
