SES is able to build, download, and debug code for the nRF52 family - it seems to be Nordic's preferred IDE these days.
nRF is a BLE Connectivity test tool

nRF Connect Desktop that work as a BLE Connectivity test tool?
Are the commandline tools more powerful than SES, or is just better if you create build and flash scripts?
SES is an Integrated Development Environment (IDE) for writing, building, downloading, and debugging microcontroller code.
It is a standard product from Segger: https://www.segger.com/products/development-tools/embedded-studio/ - it is not specific to Nordic; it has no knowledge or understanding of BLE.
nRF Connect Desktop can do things like scanning for BLE devices, connecting to BLE devices, communicating with BLE devices, etc - ie, things for testing/evaluating the actual BLE link.
nRF Connect Desktop can also be used to download pre-built code into Nordic chips - but is no use for writing, building or debugging your own code.
