Softdevice priority interrupts when softdevice enabled but no api in use.

SoftDevice uses more interrupt time or less depending on API use.  When not using any softdevice API (but softdevice still enabled), does the softdevice still generate priority 0 and 1 interrupts?

Not as long as you don't have any active connections or advertising running in the background. You can read more about the Softdevice interrupt model in the SDS (link).
