nRF9160 private network

I am inquiring about the ability of the nRF9160, does the device have the resource to be a picocell? Specifically, can it handle communication to and from a single cell phone without a service provider? Thank you!

    From what I know there are no sections of the standard that specify what you describe, meaning the nRF9160 would have to basically act as a full-fledged base station. nRF9160 is only designed to act as a LTE-M/NB-IoT mobile device. Also note that these are licensed bands, all traffic must be in accordance to the requirements set by the local carrier who is operating the band - this is (simply put) done by adhering to the standard.
