can s120 as central to connect to the smartphone(like android or iphone)?

I want the Nrf51822 use s120 as the central,and the smartphone as a peripheral. Can they connect? if not,How about the s130 ?

iOS has support for BLE peripheral, but as far as I know Android doesn't.

SoftDevice S120 can be a central (or a peripheral) and can connect to peripherals.

SoftDevice S130 can be a central and a peripheral. As a central it can connect to peripherals, and as a peripheral it can connect to centrals.
