can s120 as central to connect to the smartphone(like android or iphone)?

I want the Nrf51822 use s120 as the central,and the smartphone as a peripheral. Can they connect? if not,How about the s130 ?

I beleive in Android 5.0 there is a BLE peripheral API.

thank you for your answer.I know that Ios has support for BLE peripheral,and Android just support for the BLE central. My question is:Somebody have used the nrf51822 board(s120) as a central to connect to the other nrf51822 boards(s110),but have't seen use the nrf5122 board(use s120) to connect the smartphone,not the smartphone to connect the nrf51822. is it possible to realize?
