Is it fundamentally possible to do LESC without Bonding?

In my application, we do not expect Centrals to have persistent relationships with Peripherals. We don't need them to store information about each other. However, we do need communications to be encrypted.

The only way to establish a "truly" encrypted link is for us to use LESC, since our device ecosystem doesn't have OOB capability. However, in practice, we're finding that Centrals (smartphones, etc.) do Bonding if the Secure Connections bit is set in the Peripheral's SMP Pairing Response, regardless of the state of the Bonding bit.

So, are Bonding and LESC fundamentally tied together, or is this basically an oversight in Central implementations?
