About start-up time of nRF24L01

I would like to ask about start-up time of this product nFR24L01

Max 1.5ms start-up from power down mode

Max 130us start-up from standby-I mode

1.5ms means at that time the chip can transmit signal, also means that the current is stable at that time?

The same question with 130us for standby mode?

I am not sure I understand the question. 

Are you talking about the supply current going into the chip?

If yes, do you mean whether or not the current drawn by the chip will be stable at this time?
