No, an IAR licence won't work for Keil!!

If you are looking for a free option you should use Segger Embedded Studio (SES) or ARM GCC.
SES is an IDE similar to Keil and IAR, with a very capable debugger included, so I would strongly suggest you give it a look

Out of interest, I notice that the SDK 15.3.0 download does include an "nRF5x_MDK_8_24_1_Keil4_NordicLicense.msi" file.
What does that actually do?
What "licence" does it give you?

The MDK provides various device specific files to the compiler, such as device definitions (device features, memory sizes etc), header files for peripherals/registers/bitfields, startup files and similar.
I believe the NordicLicense part of the name alludes to the fact that the files in the MDK are provided under the standard Nordic 5-clause BSD license.

Ah - I see.
So it has nothing to do with any licence to use the Keil tools?
I guess the same would apply to the "nRF5x_MDK_8_24_1_IAR_NordicLicense.msi" file and the IAR tools?
