eSIM current consumption

I'm designing a board using nRF9160 with eSIM. But according to the eSIM specifications (chip spec), the current consumption is <[email protected]. Is this continuous current consumption? Or does the nRF9160 turn it on and off? 4mA is way to much when sensor sleep current will be in some tens of uA. What is the expected current consumption, and how does it relate to using SIM?
