You know, thr nRF24 is silicon device so transistors, gates etc. so logically this device must be ESD sensitive. Unfotunately there is ESD protection or warning mentioned in the datasheet or product pdf. This is very strange. Usually is this mentioned with package info. Could you please ask your engineers for for this simple thing... you know just recommended is not enough (this is physics and probability).

Yes, the IC can take damage from electrostatic discharge. We can however not say surely every possible case in which it will take damage, and every possible case it will not take damage. Generally you would want to use antistatic bags for transporting to just remove the risk.
