These numbers are not directly comparable. The graph is from the Current consumption section in the PS, which shows a typical system current consumption in a practical state. So this includes the current consumption caused by clocks, regulators, etc. when the radio is in Tx mode in a real application. The Tx current consumption from the RADIO chapter represents the current consumption for the RADIO peripheral only, which is just a part of the total current consumption in a real application.
