How to integrate S130 0.9 into keil 5.12

keil 5.12 could install pack file. I'd like to install S130 0.9 to keil 5.12, but I did not find S130 0.9 pack file. Could I install S130 0.9 manually and could select the pack in the IDE?

You don't have to use packs, you can download the SDK without packs here.
