Bluetooth and gps location

Hi, 

In app design stage, and we cant connect to the bluetooth device UNLESS GPS is actually on. I dont mean permission, that's fine, I mean actually having the gps service on, which has nothing to do with the device.

Apologies. 

IRS a new pcb for iot device, simple sensor data transmission and control of switch.

Fanstel chip with nRF52840. 

Have no need for location etc

Can you see the advertising?

Can you see any other devices advertising? And, if so, can you connect to them?

Can you connect using, eg, nRF Connect ?

Have you done some searching to see if this is a general feature of Android 9 and/or the Samsung Galaxy 8? ie, not to do with Nordic?
