What "debugger" are you using?
Usually, a debugger does not supply power to the target - so, yes: you will have to provide power.
I would strongly suggest that you start by using a Nordic Development Kit - this will give you:
You should use this to gain familiarity with the product and the tools.
Note that nRF51 is not recommended for new BLE designs and not supported by recent SDKs:
