Relationship between "LE Security Mode" and "LE Security Level" and "LE Secure Connections"

I have a question about "LE Secure Connections".

I recognize that "LE Secure Connections" includes the following security modes and levels:

・ LE Security Mode 1
        Level 1 to 4
・ LE Security Mode 2
        Level 1 to 2

I recognize that any security mode and security level selection is "LE Secure Connection".
However, some people say that only "LE Security Mode 1: Level 4" is "LE Secure Connection".
Which recognition is correct?

LE security mode 1 level 4 is the one called LE secure connections.
