can i use computer to Upgrade 52832 OTA ？

Now I need to upgrade the program remotely to 52832 by computer .Can I do this by the usb dongle?If not,how todo this

Please describe clearly what exactly you need. Do you have an external device and you want to update that external device using the PCA10059 dongle connected to PC ? 
If it's the case, you can use nRFConnect from PC to do exactly what you want.
