nRF8002 UART TX/RX to Vss after OTP burned: how?

I'm looking for a simple and inexpensive solution for tying the TX and RX pins to GND after burning the OTP in production. What have other people done? I'd like to avoid having to use shunts or jumpers because of the cost and board-space. Similarly, having to solder down some wires would add a costly production step. So what's the simplest way to a) have the TX/RX pins available during production for in-circuit programming and subsequently, b) tie the TX/RX pins to GND?
