Maybe remote provisioning is what you are looking for?
Experimental remote provisioning example demonstrates the use of remote provisioning to provision devices outside of the provisioner's radio range.

Thank you for your warm-heart reply, what I mean is that building a mesh must contain a provisioner, mustn't it? I have another question about mesh: Is all nodes in connection states with each other within the mesh network?
The provisioner is used to add new, unprovisioned, devices to the Mesh network.
The nodes in the Mesh network is not in a connection with each other. Bluetooth Mesh uses managed flooding to communicate. i.e the nodes will broadcast whatever they want to send to all the nodes listening. If the nodes broadcasting isn't in direct radio range with the destination node, the message will be relayed through the network using the other mesh nodes.
This requires Mesh-nodes to stay in RX-mode, listening for packets.
