I'm interested in getting started with NRF51, but the full DK is quite expensive here and I don't need it. Does the nRF51-Dongle sku come with a key for downloading & using the SDK?

Yes it does come with the key for the SDK.
I don't see a huge price difference between them by the way, about $20 or so (that's here in Singapore). For that extra you get a board with a couple more buttons and LEDs, that's Arduino compatible and has an onboard JLink which you can use to debug/program other boards, so kind of like an almost free Segger.
Are you seeing wildly different costs for the two kits than I am?
