BLE UART not detectable by third party mobile applications

I am currently developing an app on Android studio that should detect nrfDongle.

I successfully uploaded UART software from SDK 13.0.0 to dongle and it is being successfully detected by nRF Connect for Mobile.

But when I try to scan for BLE devices with my android software, the dongle is not being detected. 

I was wondering if there is special setting in SDK (code) , that allows only non-third party apps to work with.

Do you mean the ble_app_uart example?

There is really no reason your custom app shouldn't find it if the nRF Connect app can. 

Do you use the Nordic Android BLE library to write your app?
