The authors only talk about bluetooth classic in the paper, so I am unsure whether this applys to BT LE at all.
For your own code, check PARAM_MIN_KEY_SIZE or SEC_PARAM_MIN_KEY_SIZE when initializing the peer manager.
In the examples the value is set to have at least 7 bytes of entropy.
