Unable to connect bluetooth socket from mobile to 832 (without pairing)

Hi, i have written code in android, where i am using threads to connect to 832 ble over insecure RFComm socket.. 

Am not pairing with 832 in my app and am directly trying to connect socket.. 

Socket is unable to connect and am getting socket read/ timeout exception.. 

am using ble sdk version 15.3 uart-peripheral example code on 832
