JLINK driver won't load for nRF52840DK board

When trying to install the nRF Connect app (3.1.0) on a windows 7 machine, it hung up and froze during the Jlink install.  After using system restore to go back before that (to fix the USB stuff that got mesed up...keyboard, mouse, etc), now the Jlink driver won't load for the DK boards.

Instead of trying to use nRFconnect I am now just trying to get nrfjprog back to working.

The same boards still work fine on a different windows 10 machine, a mac, and even in a Linux VM running on the win7 machine itself.  It's only trying to use the nrfjprog tool on the win7 host itself that doesn't work.

Is there a way to completely uninstall the jlink driver in such a way that I can reinstall it cleanly and start over?
