We can't connect jlink to nRF52840,then we check the voltage of DEC pins, Is this correct?

And what's the function of DEC pins(DEC1\DEC2\DEC5)? The datasheet description is not very detailed.

How are you connecting jlink? Have you verified that all pins are connected?

 No, you should check the VDD pin to see if you have the correct voltage.

And what's the function of DEC pins(DEC1\DEC2\DEC5)? The datasheet description is not very detailed.

 The DEC pins are just decoupling pins as described in the pin assignments. You can read more about the decoupling on the nRF52840 in this whitepaper: nWP030 - Power supply decoupling capacitor selection
