NRF52832-QFAA-R not able to be programmed - nRST line held low for no reason

I'm using the NRF52832-QFAA-R and currently I'm struggling to get the device to connect to a J-link.  The nRST line for some reason is being held low even with a pullup.  There is no short to ground and all power rails are up to 3.3V and clean.  I have a 32Mhz clock and 32.768khz clock connected, and the voltages on the LDO output for self feed look good too when compared to the dev kit.  I'm at a loss.  Has anyone else had this issue?
