Bluetooth mesh is based on using Models, and that is an important aspect of the interoperability between Bluetooth mesh devices.
If you need functionality that is not specified by the Bluetooth SIG, you can make your own models to fill that need. See also Simple OnOff model for a thorough example of how to make a model.
In order to learn more about Bluetooth mesh I recommend that you have a look at Basic Bluetooth Mesh concepts. There is also a great introduction to what Bluetooth mesh is and where it comes from in a blog series on bluetooth.com.
