What else have you tried?
I think the dongle uses USB directly - not via a USB-to-UART converter - so baud rate is actually immaterial ?

If you are using the nRF52840 dongle, then this does not use UART, as awneil wrote. You are also mentioning a TI product (CC2538), so I am not sure what you are doing. Please contact TI for any questions regarding their products.
that's a completely different product from a completely different manufacturer - so not surprising that it behaves differently!
