nrf52 power issues - How to power it?

I can power nrf52832 using USB without any issues.

I see a strange behaviour using external 3.3V adapters. The chip does not turn on. The power supply to the chip is available and because an LED connected to breadboard shows that power is ON. BLE chip does not advertise and nrf_connect App can't see any of them.

When I power off the main supply then all BLE chip will appear in the nrf_connect app momentarily. 

If I connect a voltmeter to measure the voltage then also all BLE chips will appear.

It seems that they get powered up during the power off sequence only. Has anyone seen similar issue?

What is the best way to power the chips when I connect the BLE chips to wall adapter?

I tried different 3.3V adapters and all show similar results. I even used 5V adapter then stepped down it to 3.3v using lp2950 voltage regulators but behaviour is still the same.I am using custom PCBs for BLE nrf52832 chips.
