Is SAR testing needed for BLE beacon application?

Hi. My product uses nRF52840 as a beacon transmitting every 3 seconds at max power of +8dBm fed to an antenna of gain 2dBi. Is SAR testing needed for my product? Product is not body worn but a person may be able to keep it in their pockets. My question to Nordic Semi is if the average power of the output from my device is somehow calculated to be lower than +6dBm or so as to be exempt from SAR testing because of the beacon duration?

Is there a straightforward answer like because I'm using a 2-3second beacon of +8dBm that I cannot be exceeding the average power beyond which SAR testing is needed?

A packet every 2-3 s will give an average power _far_ below 6 dBm. The packet length is 2-300 µs, so you're talking about a duty cycle of around 0.01%

Thanks. Just wanted to confirm my thinking. So looks like I don't need to do SAR testing because average power is far below +6dBm in my use case.
