Hi,
Can I use nRF24LE1-F16Q24-DK without nRFgo Starter Kit?
If yes please suggest me programmer to program nRF24LE1 by Keil IDE.
by referring documentation I found its support for debugging with nRFProbe hardware module.
so please guide for it....

You should find production programmers for instance that support nRF24LE1. However for development I strongly (or only) suggest using an nRFgo Starter kit due to debug support (nrfprobe). Still you will need a Keil PK51 to be able to debug: http://www.keil.com/c51/pk51kit.asp 
 However for new development I suggest to go for the nRF52-series (e.g. nRF52-DK and nRF52832, you may use the nRF52810 that is a bit less cost).
