By "legacy" 4G DRX, I am going to assume you mean DRX. Please correct me if I'm wrong.
The AT-command you mentioned enables extended DRX, where the minimum interval you can set is 5.12 seconds. The DRX interval is determined by the network, and cannot be configured by the user, unfortunately.

From the datasheet + ETSI specification, this is not true. Why do you mention the 5.12 seconds limitation?

When I mean if the DRX is activated by default, I mean on the nrf9160. Do I need to use an AT command to enable DRx on the nRF9160, or is it enable by default once I AT+CFUN=1 ?

DRX is activated by default, you don't have to use an AT command.
