Break-even point PSM vs Power Off

I'm working on a solution that will need to acquire GPS location and backhaul that to the cloud over LTE. I'm trying to figure out whether it makes more sense to go into PSM or just use the Power Off. Is there a general rule around how often we need to wakeup before PSM is more efficient? I'm considering a period on the order of 1-4hours.

Further, if the majority of the wake time will be spent acquiring GPS does that make the above moot?

    An ATTACH to a LTE network is very costly, and can take minutes to fully connect (searching different bands etc), especially if you are going to do this up to 24 times per day. The tradeoff between SYSTEMOFF and the PSM floor current is not many micro-amps in difference, and if you were to send in a interval of days; it might be worth looking into.
