Why nRF9160's PSM mode current consumption is not 4uA/3V7?

In spec, 9160's PSM current is 4uA/3.7V.

However, When I use a same PSM code.

On our product. We measured is 4.5uA/3.7V and 5.5uA/3.7V. And on 9160DK, the consumption of 9160 is 7uA.

When is silk on chip is xxx, the consumption is 4.5uA/3.7V.

When silk is FCC, the consumption is about 5.5uA/3.7V

Why the consumption is not 4uA? What make this difference, Hardware version or modem firmware version or other test conditions?

And what is the consumption range of 9160 PSM mode?
